The author discusses the term network of health institutions and pitfalls of its concept. He deals also with the problem of availability and quality of provided care in relation to duties of the state. He recommends definition of parameters of health care availability. On these parameters the behaviour of health institutions and health insurance companies would depend without restricting the freedom as regards contracts
