The Public Participation in Communication with Experts in Processes of Risk Assessment and Risk Management

Summary:

       The approaches to the identification of exposure assessments and exposure evaluations are bases for various expert elaborate options of risk management. With regard to all points of risk assessment and risk management general public would participate itself on behalf of inhabitants for those the notion „stakeholders“ has been naturalized in literature. „Stakeholders“ have to be selected inhabitants of those groups of population, that are territorially or substantially justified of corresponding evaluated and managed risk processes, who also have been willing and are able to cooperate voluntary with experts at all points of risk assessment and risk management. „Stakeholders“ could be the contribution for acceptance of an optimal approach to the risk management. The approach of „stakeholders“ result from their personal involvement in relevant areas of risk impacts and from perceptions of subjective risks, it has to be derived from the essential regarded hazard as the source of perceived risks. Expected results of the consideration of „stakeholders“ are common recommendations in advantage of the optimal approach of risk management submitted by experts. The complexity of topics environmental or health risk assessment has been usually solved by the approach of the risk assessment: a) by the assessment of hazardous exposure factors, b) by the assessment of dose – effects relationship, and c) by the risk characterization development. Presented topics need to be considered by experts and the experts must have the special records for riskmanagement and decisions. Exactly the controlled communication between „stakeholders“ and experts could be the contribution in the consideration of options in the approach to control complex, social, and environmental threats.
