Paper responds to financial difficulties of the Czech health care system. Benefits and limitations of economics are presented together with the concept and role of quality, the significance of starting and target values of the health care system, necessity of excellent administration including definition of its critical domains. Based on partial and generally presented experience with the hitherto transformation of health care the necessity of permanent evaluation of efficiency of the introduced changes and significance of overall quality of the integrated health care system are discussed. As solutions for present difficulties author suggests broader use of material of the World Health Organization and modification of recommended policy in particular political, economical, cultural and social situation in the Czech Republic.
